| From 1923-1927, the Commonwealth Fund developed and funded an experimental Child Health Demonstration (CHD) in Rutherford County, Tennessee. The CHD was the nation's first rural health care system supported by local tax dollars. The roots of the CHD's successes lie in its local support, the staff's sensitivity to local and economic issues, and its efforts to target children as a means of showing adults the importance of health care in the community. |
