Judy Smith, former Associate Dean of Students, discusses changes on the MTSU campus under five presidents:  Cope, Scarlett, Ingram, Prescott, and Walker.

"He [Dr. Scarlett] felt that we no longer needed to have the 'in loco parentis' method of dealing with students, and he was feeling some definite unrest on the part of women students in particular.  They were really beginning to vocally protest against the curfews, and the penalties that were associated with breaking curfew, and rules and regulations that pertained to their dress, and all of this."
